What I have found through googling is that some people receive a 403 
error when trying to create a Twitter account.  When they create the 
account with another browser, they are able to use Twitter just fine 
with Firefox.  I was unable to find any information on what the root 
cause is but my guess is that Twitter is doing something to prevent 
spammers from creating accounts and that process is overreacting for 
certain Firefox users.
