I got my rules to work,  I did not change anything.
Just took a break and came back to it and everything
started working.  Oh well.  I needed to set up
a bidirectional connection since the windows server
is a web server.

I think you misunderstand something:

The log is last because the default is to drop the
packet.  All the rules are accept rules.  I only 
want to log anything that does not get accepted so
that is why I put the log rule last.
