IIRC, Fedora's explicit goal has always been to be on the leading
edge of open source software.  Stability is important to Fedora, but 
I think somewhat less important than "being on the leading edge".

And fwiw, I note that targeting a "mass user base" really isn't
one of their goals or objectives, nor has it ever been.  Indeed,
Fedora's view of itself is a "community of contributors", not a
"community of Linux enthusiasts" [1].  Thus its focus and support
does indeed tend to target developers, as you've discovered.

All of the above is simply to say that based on Fedora's own
statements regarding their mission and focus, I think you'd be quite
correct to switch over to a distribution that has goals more similar 
to the ones you're after.  But I also think that expecting Fedora to 
put a greater emphasis on stability for non-developers will tend
to work against its stated core mission.
