Thanks for the reply.  There is an i18n file in /etc/sysconfig, the
contents are:

LANG="en_US.UTF-8"
SYSFONT="latarcyrheb-sun16"

Does that look odd (it doesn't to me but you never know)?  Seems like
this has been a Red Hat problem because I vaguely remember having this
problem before on a previous Red Hat installation.  I don't remember it
on SuSE or recall it on Debian.  I may have to do a quick install and
see if i can discern anything.
