Good one?  Not sure.  I've been happy with my Hauppauge USB ones.
HVR-1950 works well.  Input is composite or Svideo and output is
mpeg2.  As far as a TV tuner goes, you can capture the ATSC streams,
or if analog, again, it outputs mpeg2.
