I have used DTIData: http://dtidata.com with a 100% recovery record.

They, like all data recovery services, are not cheap.  The customer who 
received the recovered data was more than happy to pay the price for 
getting several thousand photo .jpg files back...

They are in Florida, but who cares when the cost of shipping is 2 
percent of the recovery cost.
