One acronym for you: CSS.  Check out w3schools.com for starters.  Load
up another web app (WikkaWiki, which I develop, or WordPress, or
whatever) and see how they do their web layout.  

I can tell you that a background doesn't have to be 3M in size and
take forever to load.
