I am choosing to respond to just this part (above) ...
I have had some experience and good results in predetermining need by 
using a split meter to measure startup load
I have found that as machines or their parts age the requirement usually 
increases
I have found that as machines collect dust/dirt internally the 
requirement usually increases
I have found that occasionally an older, dirty machine can draw the 
manufacturer's maximum stated rating ... rarely above that
Others may have had a different experience
