Is it an IP stack problem where you can't ping 127.0.0.1? If the interface
is not being created then it may be a driver/config issue. 'ifconfig -a'
will determine that.
If you have an interface fireup wireshark/snoop or equivalent and look at
the packets. Compare packets between 10.04 & DL.
For HDLC interfaces, some HDLC servers will not provide an IP address unless
a hostname is provided. Not all OS provide a hostname to DHCP servers.
For static and dynamic IP Addresses verify your ARP messages are being
working.

The simplest thing that I do wrong is to set the wireless switch on my
laptop to OFF.
It is easy to fix, and hard to remember.
