Howdy,
  As Mike asked above, does that DVD boot on another computer?  That
is an important question.  I run across PCs that behave similar to
your computer with good boot CDs.  The BIOS boots to the hard drive,
no matter how you have it set.  To fix those, I use various
techniques.  Sometimes, I can remove the hard disk from the list of
boot devices and reboot.  Sometimes, I boot up to DOS, run fdisk and
delete the DOS partition, so it is not a bootable device. I have had
to go so far as to remove the hard drive, and kill the MBR using
another computer and then put it back.
  It may take a bit of effort, but it should be do-able.   One more
thought.  Does this system have a BIOS, or is it the newfangled UEFI.
I have not had to deal with one of those yet, but they may have their
own challenges.
