Howdy,
  qrencode does a good job of generating png files of qr codes.  I use
it sometimes, and sometimes use an online generator.  For Android an
app called QR Droid Private is what you want.  It does a fine job of
decoding qr codes, and does not leak information about your location
to anyone.  Most QR decoders are written under the assumption that you
want to share your location and other data.  Qr Droid Private, is
free, too.
