Fred, Most inexpensive tablets only have wifi. You can get a tablet with a GSM sim slot, if you prefer, and it will also have wifi. The ISP would be whoever supplies service to the wifi access point or whoever you buy the GSM sim card from and have a data plan with. Ralph
