Neil,
May I suggest you run tcpdump (tshark etc..) for port udp 123. A protocol
decoder like Wireshark can make it easier to read. This will show when,
where and how the ntp query was sent. You can also evaluate the query
response. For example an encoded query is sent to a ntp server that does not
support encoded query. This will not solve the problem but may help you
troubleshoot in the correct direction.

According to the hosting provider, they are not blocking NTP, but everything
I am seeing is telling me it is.
Is there a way to tell ntpd to use an unprivileged port like ntpdate?
