I have not done any developing on the quad core chip, but it would seem
that it is used in old 3g devices.

Any unlocked bootloader phone is good for development purposes, just
download the android sdk, then the android source code and have at it. Make
sure the phone is bootloader and not radio unlocked, big difference.
CM is not my favorite ROM maker, CM was always kluncky whenever I tried it.
Since there is a supported driver for that chip I don't see a problem with
getting a custom ROM to work with it. Problem developers have is getting
drivers for hardware on the phones,you may have to pull the driver out of
another ROM to make it work or the drive may be in the source tree.
