I have always like Evince (and Okular, too for that matter) ... just 
tested Evince on the 2014 (tax year) Ontario form ON428 ...
     does "most" of the stuff
     doesn't do it all
... still need acroread for that ... sorry ... sad for me, too.

I have acroread 9.5.5 (rpm, bin, and tar) downloaded, and they all work 
on Mageia 4 64bit ... does the ON428 form.  Warning ... do not install 
higher version than 9.5.5 ... seems to cause font issues in 9.5.5 (my 
best guess), and won't run anyway.
