[NTLUG:Discuss] Setting up an IRC Server - user management

Greetings.

I have a need to setup a secure Internal Chat server, and looking to set
up an IRC server as the simplest idea.  I have irc-hybrid installed, but
have not been able to find any documentation on how to configure it to
only accept preconfigured users with their passwords.  Any idea on where
to look, what plugin to install, etc.?  Or if a different (easy)
technology is available?
