Hi,
Thanks for your query. Javascript appears to be required.
My test was to:
1. disable Javascript in my browser (firefox), attempt the registration;
2. enable Javascript, attempt the registration; and
3. disable Javascript again, and attempt the registration.
The results indicated that Javascript is indeed required. In step 2.
above, I got a form to fill out. In the other cases, I got a
"Loading" message for about a minute before I quit the page.

Suggestion: leaders or followers, that is the question ?
NOTE: If I may, we are, I hope , a technical association and thus
should be educated as to the implications of requiring such sloppy
things as Javascript to be a prerequisite to access said event.
