There might be a work-around to install 11 using a local account, by
disabling all and any networking. I didn't get to try that, because as
part of the upgrade, 11 required a login associated with a Microsoft
account. Found out later that 11 dialed up using the laptop's LTE modem,
which I had disabled prior to the upgrade, as its monthly data allowance
is fairly low.
This thing appears to be fully compliant because otherwise this whole
disaster wouldn't even have started.
Officially a M$ account is required. No telling how much longer the
workaround is going to work.
