One good way to view logins is using 'last'-It's pretty big, so you may
want to do something like:

last | less

this uses the lastlog-which is a log of ALL logins..
The reason you have two syslog files, is because it will start to split
them up when they become a certain size(sorry-I don't know the exact size)
Why it's not logging-don't know... check your processes(try 'ps ax') and
make sure syslogd is running, also make sure the permissions haven't
changed on the file('ls -l')....
