I found the problem in the "/var/locks/samba/wins.dat" file.  Apparently
samba uses this file for a history of servers.  Once samba was running and
a client (my windows box) attempted to access the net samba read this file
and declared a conflict between WINS masters.  I guess you'd say this is a
bug considering that the old server IP was no longer reachable on either
the direct net or a subnet and the new server had already won the election.
