A favorite ISP amongst NTLUG folks is hex.net.
A perpetual connection would be something of an abuse of a "personal" account;
if you are using a connection 24x7 it is appropriate to need to pay for the
business line that the ISP will have to pay for in order to support your use
of services.
Many ISPs do offer some form of "full service" line that would conform with
your requirements...
