When you registered your domain, you had to tell which name servers
would be pointing your domain name to a certain IP address.  Currently,
it should be listing an IP address beloging to your ISP A.  If you want
to change it to point to ISP B, then you'll have to tell the name
servers to do so.  Typically, your new ISP ought to be able to do this
for you.  So, even if ISP A doesn't do anything to remove your domain
from their web servers, it really wouldn't matter because the updated
DNS would all be pointing to your domain over at your new ISP.
