I've seen two reasons why pop fails like you say.
The most common is that when the mail pop box reaches about 1.5
MB. Some mail readers will try to pop every 10 minutes. They
aren't smart enough to remember that they already are in the
middle of popping, and they launch another pop. The first one is
killed, and they will never get their mail unless they turn off
the 10 minute deal.
Seems like mailreaders have become smarter in the last couple of
years and we don't hear about this problem very often anymore.
The second reason, more related to the message below is packet
loss where TCP just can't keep the session alive, or where the
user hangs up/disconnected etc.
