yep - the best is to restrict access with ofcourse the /etc/passwd file -
or you can set all telnet users to the same GID and allow only the one GID
access.

Just as a side note - make sure that on your telnet login message it
doesn't say whay system, version, or anything else about your system - and
NEVER use the phrase "Welcome to.." - in a major case reguarding a guy who
hacked into a F500 Co's servers he got off because the word welcome implies
concent and solicitation to entry
