Can you explain why you think this is?  PCMCIA info is just based on the
pcmcia-cs stuff, and video hardware is XFree86... both of these are equally
available to all the distributions, so it would seem to be a function
primarily of how current they are.  IME RedHat usually isn't really that
current*, and on a laptop I just had to upgrade pcmcia-cs when I got a new
ethernet card.

*not that anyone else is.  Distro wars to /dev/null.
