I think all you're missing is the boot configuration name in front
of the parameters you're wanting to change for the boot image.

so...

boot: linux hda=16384,16,63

(assuming the boot config is named "linux" which seems to be the
default for many distribs)  If it is a LILO prompt, hitting TAB
should get you the name at the prompt (just fyi).
