Acc. to some friends who have at&t at home, they were actually given a static
address when their service was set up, with the explanation that the DHCP
stuff has been broken and they don't really care about it really being
dynamic.  One of them told me he actually got 5 ips, though I'm not sure of
the details on that.

Of course, both complain about their service being interrupted a lot
(hangups, snafus, etc.).
