DSL and Cable may not offer you much relief.  My AT&T Cable 
limits my "upload" speed to 128K which is the same as 128K 
ISDN.  DSL comes in increments of 64K or 128K chunks with each 
chunk costs a bit more to the overall cost.

I can generally download at speeds of upwards of 3 MBps on the 
cable system, but that is only really cute when using streaming 
media.

Overall, I was better pleased with my old ISDN line.  I do not 
know what the costs of ISDN are in your area, but I would not 
move just because of low speed connectivity...I don't think.
