i had a netscape time problem like that once, it had to do with creating a
link to correct timezone directories.

i solved it by redirecting 'strace /path/to/netscape' to a file, then
grepped the file for 'zone'.  if this is the same problem that you're
having, then the result will tell you where netscape is incorrectly
looking for non-existent timezone files.  create a symlink to the correct
directory (/usr/share/zoneinfo/* ? ) and netscape will reflect the correct
timezone information.
