Yes, it does have everything to do with your neighborhood.  I had ATT at Home
Garland for 2 years and I had 2 downtimes - each was for no more than an
hour.

I moved to Richardson last June and I've had MANY downtimes, often for
hours on end.  I was down for about a week and a half solid back in
October.  It just went down one day and stayed down, then all of a sudden
it was back up again.
