[NTLUG:Discuss] PPP dialup question

I'm running slackware 7.1
I am using diald to dial up my isp with a 56k modem.
It assigns me a dynamic IP everytime I connect. It works fine.

I have a second isp that assigns me a static IP when I connect.
The problem is this:
in the /var/log/syslog file I get the following message from pppd:

pppd[318]: Peer is not authorized to use remote address 209.203.71.6

What does this mean and what do I need to change on my linux box
to get this resolved.  If I dialup using Win98 it connects just fine.

By the way, both isp use PAP, so I do have the pap-secrets file set correctly.
