Xawtv should work.  I've used it to display the composite input on my WinTV
Go card and it works just fine.

For streaming you can use RealProducer and RealServer, if you want to
stream the Real Media formats.  There are free 'Basic' versions you can use
to try it out and use for low connection counts.  For a few thousand $ you
can support a lot of connections.

I recently attempted to switch from Mandrake 7.2 to 8.0 and found that
RealProducer and RealServer don't run on 8.0 with its 2.4 kernel; they
segfault during load.  I think this may have been caused by a 2.96 gcc
compatibility problem.  I tried SuSE 7.1 and they run just fine on its 2.4
kernel, even though they not supported by Real when running on a 2.4
kernel.
