Steve--

As I understand it, if a machine asks for www.stevebaker.com (for example), 
the registrar would merely point them to the proper DNS server (and fall 
back to the secondary one if the primary is unavailable).

Then, the DNS server would direct the query to the IP it has listed.

 From that standpoint, the only benefit to having a static IP as opposed to 
a dynamic one is that people whose machines cache the actual IP address 
could get there directly and bypass the DNS stuff.

For you to have two machines qualified as DNS servers, therefore, seems to 
be overkill. Unless I'm missing something, in which case I'll look forward 
to having my sketchy understanding filled in by others on the list!
