Probably what's happening is that the power to the mouse is briefly
interrupted when the KVM is switched (or the signals to the mouse 'glitch').
That's causing it to forget it's initialisation setup.

Cycling into a different VC presumably fixes it by causing Linux to restore
the saved mouse setup from the other VC - thereby re-initialising the mouse.

I would guess that restarting GPM would have the same effect.
