What you are experiencing is the new feature, well an old one but in 7.2
Dead keys are enabled by default. If you don't want to use them make your
keyboard a Generic 101-key PC and DISABLE Dead Keys

The Dead Key feature allows for the creation of special characters with
multiple keystrokes "Ñ", "Ô", and "Ç" (compose key sequences) by hitting
"useless" characters twice.  A real pain in the butt!
