but does not explicitly state that djbdns is so restricted -- 
it appears that djbdns may be at least partially in the public 
domain due to the funding of its creation (I am making a 
strong inteference here -- but a product I participate in the 
development and distribution stopped including customized and 
modified djbdns sources after the question was recently raised 
...)
