Clearly the number needs to be smaller - but the key is to quickly and
accurately identify the RIGHT people to get these visa's.  If you did that,
you wouldn't need any kind of a quota at all.  If every successful applicant
got in because there was a NEED for that person that couldn't be satisfied
by US citizens - then why would you want to limit it?

The laws may need stiffening - but getting the laws we have administered
accurately (they clearly are not) and in a timely manner (ie not taking
EIGHT YEARS to process a Green Card) would obviate the need for an
arbitary limit.

If you let 55,000 inexperienced visual basic programmers in and then
turn away Linus Torvaulds - that's not such a smart idea.
