It can. If the dhcp server is restarted and/or its list of managed
leases were to be removed. However...

Apparently @home maintained a static map of the modem id to IP even
though they really wanted
everyone to get an IP dynamically. So in fact, for those getting an IP
dynamically, you should have
always gotten back the same IP as before (and it really didn't matter if
they rebooted, cleared
their leases or whatever). In this respect, it was acting more like a
bootp server, matching the modem
identifier to a single IP address. However, by handing them out via
dhcp, they could, at their discretion
change your IP... if you read carefully your letters from some time ago,
you would have seen that
they told you that they would call you if they had to change your IP
(something they did for those
who could not handle dhcp). But essentially, you were not being treated
differently from anyone
else, my IP was the same even after I switched to using dynamic IPs....
it really didn't matter.
My guess is that you might get a different IP if you changed out your
modem (again my assumption
is that the IP table is tied to the modem id).
So technically, they can change your IP at will.... so far, it's been
pretty static (well, up to the demise
of excite at home).
