Bug,
I am sure you have done this, but I just tested it on my systems and it
worked...
chkconfig telnet on
service xinetd reload
This will enable it on that machine. If you want root to be able to access
it, remove the root= from
/etc/xinetd.d/telnet ...
If that does not work, you could check your deny stuff
/etc/hosts.allow
/etc/hosts.deny
This is all basic stuff, but it needs to be verified...
Not sure if this helps at all, but its a start...
