  I had already edited the file, /etc/xinetd.d/telnet but telnet was
enabled by default.  That was my first thought, which is why I had
mentioned telnet to 127.0.0.1 worked, so you would know the server was
functioning.

  yep, that was done.  I suspect the ip tables is the best place to look.
