GNU would not be a bad choice.  There are others.  There should be a
decendant from the MicroFocus Cobol for Unix available, which would be worth
looking at.  I just do not know who/what it is called now.  Could still be
Micro Focus.

Regarding the database, conversion from IMS to another database will not be
trivial (of course that is not one of your questions, sorry, just an
opinion).  If your data access requirements lend themselves to relational
DBMS (I assume it does being on IMS), you should really consider using
MySQL.  I have some sizable databases running with it.
