The terminology here is a bit off... this is usually done with an
rc script... sometimes it is called network. The network is
intialized in runlevel 2 with additional services (typically)
like NFS in runlevel 3. The solution is likely in /etc/sysconfig
though... see below.

In Redhat you'll find the interface configurations defined in
/etc/sysconfig/network-scripts. Look for the ifcfg-* files.
You may have one defined there for ppp. You can rename it
and see if that helps.
