I just thought I would interject here and let you know the ability to cut and paste is available on the console, in X and controlled by most all window managers.  This is one of those items were unlike Windows or Mac OSes the mouse itself is used to copy and paste text.  Most any text selected goes into the clipboard in X or on the console pressing the middle mouse button will paste on most systems, or both the left and right button if your mouse is corded and lacks a middle button.  You can change the binding to be that of your favorite keypress and can be done fairly easily.

While I'm sure for a "newbie" to the linux environment this might seem a bit awkward it doesn't make it any less usable and you will find that the various window mangers out there are working on the ccp issue already and much of the issues you currently see are the result of legacy apps written with toolkits that really never encompassed the object oriented features that you are seeing in the more modern window managers.

However even in those situations generally a simple middle mouse click will paste for you just fine.

As for the argument calling our government workers "ethnicly disabled", I'm troubled by that statement mainly because of the response the rest of the statement invokes and the pavlovian ties one might make.  Yes linux could be easier for a home user who would be doing there own updates etc... training would have to make up for those who don't know how to cut and paste.  This has little to do however; with government users who should not be updating their own machines and could be trained in masses for less than the cost of 2 or three WinXP licenses per group.  I'm sure the arguments could go on here on benefits.

As for making it easier to use that would be the job of the systems administrator.  It is their job to configure the machine so the users can be productive and the network can be as secure as possible.  I could list a ton of reason why an admin would prefer administrating a linux machine over a windows one but my main point here was to simply slow down some of the misconceptions here and hopefully reshape some distorted perspectives.

  Even i am frustated about the lack of Cut Copy Pasting in Linux.I was
thinking of starting off a project which would enable this CCP functionality
exactly the same way it is in Windows.

Ok, I concider myself more computer savy than the average bear.
BUT,  My 9 months of experience with Linux has left me frustrated.
There are no standards!!!!!!!!!!!!!!!!!!

Upgrades are a joke.   No that's not true, they are impossible except for
you programmers and software engineers.   
How do you expect the average government worker (not the sharpest pencil in
the pocket) to deal with all this. 
I LOVE LINUX!!!!!!!!!!!!!!!!!!
But you gurus need to make it a lot easier and reliable before our ethnicly
disabled government workers can use it.
