It's been a long time since I've used wvdial, but I think you can just
create a separate "INI" section with a different phone number.  For
example:

  [default]
  phone=...
  username=...
  password=...

  [alternate]
  phone=...

Then you should be able to do `wvdial alternate` or something to that
nature.  Again, I'm saying all this from memory from well over a year
ago.
