The Debian installer only needs 16 Mb I think. (It used to be less)
You could give that a try maybe (But go for woody install disks... There
are a few gotchas installing the woody install disks at the moment, as
they are frozen for the next `stable' release, and if you are not
carefull and use the defaults, it will try and install the current
release which is stable and secure, but quite old.)
You can install the bootfloppies linux24 flavour which is probably a
good idea too...

If you are just installing a gateway there are some other options too
such as smoothwall and the Linux Router Project.
