[NTLUG:Discuss] Spliting the bandwidth | We've got a hog!

I'm about to move into a house with a buddy of mine, and he's known to be a
peer-to-peer whore.  He's *constantly* downloading.  I'm transferring my
AT&T Broadband account to the house we're moving into and we're keeping my
current linux gateway server to be the gateway for the house.

My question:  How can I set up the gateway so that his machine is limited
to half of the bandwidth.  Is it even possible?  (Yes, he's agreed to it
already)
