Just use disk druid...I am pretty sure its still in there (though I haven't used RH7.3 yet, so I am not positive).  If its not in there, there should be utilities that are easy enough (easier than fdisk anyhow).  The goal of RH is to make Linux more accesible, not less accesible.  The Fat32 partition won't cause you any problems, Linux works around it just fine.  I always use Fat32 and have no problems.  You might consider FAT if you are going to be sharing files between linux and windows (but again I never do this so I don't really have any advise on it).

I always use:
swap - double the memory up to 128MB, 128MB swap after.
/boot - 50MB or so
/ - fill the rest of the drive

I will put a /usr, and /var for a server but not for a workstation.
