You can put commands in .bash_profile in the home directory of any user and
those commands will be ran when that user logs in.  I think that that is
assuming that their default login shell is bash however.  Which, of course
the default login shell is bash by default in all distros that I have ever
used.  There was  a lot of repetitiveness and monotony in that last
sentence.

I should know this but i'm drawing a blank. I want to set my root background

for all transparent windows at login,but forget where to do this. Do i add
it 
to .bash_profile or .bashrc or somewhere else?
