For most mail clients it is controlled by the content type tag embedded in the mime encoding.  If a recognized type comes along and the client determines it knows how to present the content as a part of the message body it will do so.  The format is loosely followed at best which is why many mail clients allow you to select if you want to display inline content or not.

Scenario:
(1) I send a message with attachments (pdf, ps, html, text - stuff like 
that)
(2) My buddies receive the mail
     (a) for some the attachment is an attachment - have to select and 
save or open
     (b) for some the attachment is treated like part on the body - 
printed in text format on the screen - usually not good

Question:
Where is that controlled?
