 they forgot to tell the dhcp client to remember the last server it 
connected to.

  For most desktop machines, requesting the same ip address is a no 
brainer.  Laptops are a new situation.

  DHCP was done to allow administrators to reorganize networks and do 
other such things.  Just because a client asks for the same ip, does not 
mean it will get that ip.  If the lease has expired, the server will hand 
out the ip to a new machine on a first come, first serve basis.
